A ctg file is one of the files that makes up a Chessbase Openings Book or Openings Tree.  An openings book consist of a large number of games (could be millions) and openings positions, and for each of these, the program has full information on which moves were played, how often and with what results. The program stores its own experience with openings variations it has played. It learns from success and defeat.

When you download any openings book you should have 3 files  - the book name with .ctg .cto and .ctb endings (sometimes also an ini file).  Copy and paste ALL those files together into the folder C:\users\your name\documents\chessbase\books.  Now using your Fritz or Chessbase (CB) Program you do FILE/OPEN/OPENINGS BOOK  then navigate to the folder above and click on the ctg book file and it will open.  Now in the Fritz or CB game window, to the right of the board under "notations + opening book"  if you click on the openings book you can see the book there.

This explains the make up of a ctg opening book. Go to the Index and look for "openings book":
